In detail
The Policy Deployment Matrix (X-Matrix) is a matrix tool that carries the 3-5-year breakthrough objectives, annual breakthrough objectives, improvement practices, Target to Improve, and required resources. It visualizes the logic chain from strategy to execution on a single page. It addresses the problem of "strategic objectives being disconnected from daily improvement." Unlike Policy Deployment (PD), PD is a process while the X-Matrix is a tool. It typically outputs: a matrix chart containing objectives, countermeasures, owners, and metrics, used for annual planning and monthly reviews.
Example in practice
When a company sets Annual Objectives, it uses the X-Matrix to break down the 3-year breakthrough target into Annual Objectives, then links them to improvement projects and resource allocation. In monthly reviews, the Bowling Chart is used to track progress, and deviations are adjusted promptly. Through the matrix, each department clarifies its contribution, and cross-departmental collaboration becomes smoother.
